Martin, without crunching the numbers I am not sure of the relevance of the map. Doesn’t the distribution of councillors just reflect where population is also concentrated. I am old enough to remember when Newham had three constituencies and Newham South, as it was, had an active constituency Labour Party and it’s merger into the rest of Newham after the boundary change might be a cause of the lack of activists in the area south of the Barking Road. However it is more likely just the smaller, for now, population.
